The death of a Ventura County man on New Year’s Eve is especially tragic in light of the fact that California’s new laws, including laws set to improve pedestrian safety, went into effect the very next day. According to local news reports, 77-year-old Carlos Villanueva was walking in the intersection of Santa Barbara Street and Davis Street in Santa Paula, CA, when he was struck by a vehicle and killed. Law enforcement authorities have described the driver of the vehicle that struck Villanueva as a woman “in her 70’s” who was driving westbound on Santa Barbara Street, while Villanueva was believed to have been traveling north on foot when he was struck in the intersection. Reports indicate that the “intersection has stop signs only for northbound and southbound traffic…There is no stop sign for eastbound and westbound drivers on Santa Barbara Street.” The 70-year-old woman reportedly stopped after the accident and was cooperative with police. She did not have a valid driver’s license. According to the last reports, this pedestrian accident was still under investigation, and it remains to be seen if any charges will be filed in the case.

New Pedestrian Daylighting Law Took Effect Just Day After Ventura County Pedestrian Killed in Accident

On January 1, California Assembly Bill 413 (“daylighting” law) went into effect, which made it unlawful, among other things, “to park within 20 feet of the approach of any marked or unmarked crosswalk, even if the approach does not have any red curbs painted.” Although Villanueva’s death may not have been prevented by the new bill, it certainly highlights the frequency of pedestrian accidents in Ventura County.
